Andrews contracts CPA to review records, train staff

    Andrews – Town aldermen offered a one-year contract to a certified public accountant, who will work three days a week to review the town’s financial records and train staff on proper governmental accounting procedures.
    Sandy Dobson accepted the offer on Feb. 12 at a pay rate of $250 per day. Dobson is the CPA who reviewed financial records last month and found that the town was not in compliance with state law.
    Her findings led officials to rescind an offer of employment to Missy Allen, who had been hired as the town’s new finance officer but had not started yet.
    Dobson discovered the town was not in compliance with the Local Government Budget & Fiscal Control Act before Allen stepped into the role. Officials say the rescinded offer is not a negative reflection on Allen’s professional reputation, and they hope she reapplies for the position after the town fixes the issues Dobson found.
    A graduate of Stetson University, Dobson has been a certified public accountant since 1991. She was a partner at the accounting firm of Turner, Block, Ennis & Dobson in Murphy before opening her own practice in 1996. Dobson received a Certification of Educational Achievement in Governmental Accounting & Auditing in 1993.
    “Dobson has done some auditing and consulting work for Andrews in years past,” Interim Town Administrator Emily Malin said. “Her first duty will be to review the town financial records and to bring them into compliance with the Local Government Budget & Fiscal Control Act.”
    Dobson will also train town employees Larissa Dooley and Natasha Whitaker, under Malin’s direction. Dooley is the town’s bookkeeper and purchasing agent, while Whitaker is the water and sewer clerk.
    Officials say a new finance officer and deputy finance officer will be appointed later.
